Is Jackson About to Get a New Business District?
Jackson council to set public hearing on downtown business district plan
The Jackson City Council scheduled action to set a public hearing on a plan for the Downtown Jackson Business Improvement District.
At its regular meeting Oct. 6, 2026, the council took up an order described in agenda documents as an "ORDER SETTING A PUBLIC HEARING FOR THE DISTRICT PLAN OF THE DOWNTOWN JACKSON BUSINESS IMPROVEMENT DISTRICT, IN ACCORDANCE WITH THE BUSINESS IMPROVEMENT DISTRICT ACT." The agenda, as published, did not specify a hearing date, the boundaries of the proposed district or the assessment terms that would apply to property owners within it.
The council did not detail further who would be affected or when the public hearing itself would take place, according to the meeting agenda.
Business Improvement Districts function as a form of assessment and governance separate from a general referendum, giving them taxing-like authority over property owners within their boundaries. Because the agenda order does not yet specify the hearing date, the district's boundaries or how assessments would be structured, those details will determine which downtown property owners are affected and by how much once the plan is published and the hearing scheduled.
