Tupelo Council Approves Tax Reimbursement Deal for Hospital-Area Development
The Tupelo City Council approved a resolution authorizing a tax reimbursement agreement tied to a mixed-use project near North Mississippi Medical Center.
At the council's regular meeting Monday, a city official presenting the item, identified in meeting records as Ben Logan, told council members the agreement caps reimbursement of the project's own ad valorem taxes. "The maximum amount is $4 million and the maximum time on this is 15 years," the official said. The council also approved a related application to the Mississippi Development Authority as part of a local development partnership among the city, Lee County and developer IBC Garfield LLC.
The project, planned near the hospital, is projected to bring $50 million to $75 million in private investment, according to the presentation. Officials cited estimates of about 100 permanent jobs once the development is built out, along with roughly 270 temporary construction jobs.
The arrangement amounts to a public subsidy — reimbursement of taxes generated by the project itself, capped at $4 million over 15 years — attached to a privately developed residential and commercial project. Such incentive deals are typically structured to offset upfront development costs while allowing local governments to recoup a share of new tax revenue over time.
