Jackson council approves $29.97 million in late-year budget transfers
The Jackson City Council approved a nearly $30 million interdepartmental transfer to close out the fiscal year at a special meeting Oct. 1.
City CFO Gillian Caldwell told the council the transfer totaled $29,966,223 and would draw “from numerous categories in various departments as specified in the order,” adding that the move was intended “to make final changes to our current municipal budget for fiscal year 2026.” The transfer covered shifts across multiple city departments outlined in the written order presented at the meeting. Council members questioned individual line items before voting to approve the measure.
Discussion among members during the meeting indicated the transfers were needed in part because projected revenue had come in below the amount originally adopted in the budget, requiring the city to move funds between departments to close the books on time.
Large, late-year interdepartmental transfers of this size are the kind of budget maneuver that financial analysts in Mississippi watch closely, viewing them as a signal of weaker in-year financial control when cities must shift tens of millions of dollars just before a fiscal year ends.
