Tupelo council approves $25 million budget reallocation for land purchases

The Tupelo City Council approved a $25 million mid-year budget amendment Nov. 3, directing funds toward two land purchases connected to the Elvis Presley Birthplace.

At the regular meeting, a city finance staff member identified only as Kim told the council the city is "asking to accept $195,000 from the Elvis Presley Birthplace to help purchase the property adjacent to their park, and we would also like to transfer the blight control money to purchase the Helping Hands property for $190,000." Kim said the moves amounted to "just a transfer of funds," not a budget increase.

Kim also told the council the amendment includes a $21,000 tourism donation to support a legislative measure and $9,414.62 in surplus library revenue, which the city would like to remit this fiscal year.

A $25 million reallocation is unusually large for a mid-year amendment in a city Tupelo's size. Combined with the two six-figure land purchases tied to the Elvis Presley Birthplace, the amendment represents a significant redirection of public money that would otherwise draw little public attention, underscoring the scale of capital shifts city councils can approve outside the standard budget cycle.
